Some might question why Mick Foley is this high up, especially since he has only four matches as compared to Orton’s seven. Moreover, he lost every single one of his bouts inside. The reason he’s so high up is that when you think of Hell in a Cell – you think of Mankind and Cactus Jack.
Even in defeat, Foley has come to be one of the defining legends of this structure and it took his legendary status to a whole new level. Nobody suffered the punishment inside the cell that he did and he dropped from the top of the cell through the ring on multiple occasions.
