According to The Wrestling Observer, when it comes to backstage decision making in WWE, it's being said that despite the creative team and other key officials offering ideas and input, the main decision making players with regards to the TV product are Triple H and Vince McMahon.
As we noted before, WWE's main priority right now is Raw on Monday nights, and it's being said the company rarely even starts to talk about Smackdown for the week until around 6pm on Monday night. At that time, Vince McMahon will order the creative team to give him a main event for that week's editions of Smackdown and/or Main Event, so the team begins to scramble to put together a match so that it can be promoted on Raw that night. This is often the reason why main event matches change so much on Smackdown and Main Event by the time the show is actually taped.
It's being said the reason why this week's Smackdown match featuring CM Punk vs a Member of The Shield has been promoted this way is because as of 10pm EST on Monday night, Vince still hadn't made up his mind as to which Shield member would be the best opponent for Punk on Friday night.
