According to The Wrestling Observer Newsletter, there are no plans for Daniel Bryan to make a surprise return to WWE at the Royal Rumble or Wrestlemania 32.

Additionally, it’s not believed that WWE is holding him out for a specific date, and it really is an issue of Bryan being cleared by Dr. Joseph Maroon, WWE’s head doctor, before it’s cleared by Vince McMahon as well. It’s said that Vince would likely give approval if Maroon did first, but there’s no truth to any rumors or “conspiracy theories” about Bryan being kept sidelined for various reasons, and he just needs to wait to be cleared at this point.
