James Storm made a couple of appearances in WWE on a handshake deal, but he didn’t sign, opting to re-sign with Impact Wrestling instead. He finished his run with Impact in 2018 and became a free agent again. Though his character-based focus would help him more in WWE, AEW seems like a better option for him for two primary reasons. One, he’s past his prime for WWE. His role would likely restrict him to being an NXT superstar rather than a main roster one.

Two, his role in AEW would be that of the veteran. Having a superstar like James Storm in the locker room would provide valuable experience for the younger talent, and perhaps even a locker room leader to look up to. If the money is good and Storm is satisfied, he could even end his career in AEW, knowing that he helped build something great from the start.
